Time adjust

Hi
Can someone pkease explain what time adjustment, and sectional time adjustment means on the race form, and how it is calculated and applied?
Help would be appreciated.

I don't use it but it looks like it could be the difference between either the best (or average) times for the course, class, distance and track conditions.

Using a set of average times, you come up with a trackspeed - ie how much influence the track surface and conditions had on the actual times run. Then you can convert times on different days back to the same common denominator - so the fastest time you ever saw might have been on a heavy track, once you factor in how much the trackspeed slowed down the published time.
